-En esta región el de Zamora es el más saturado

“A la brevedad el ombudsman José María Cázares Solórzano, presidente de la Comisión Estatal de los Derechos Humanos (CEDH), emitirá la calificación de la situación actual de los Centros de Reinserción Social (CERESO) del estado de las 6 visitadurías de las diversas regiones: Zamora, Zitácuaro, Lázaro Cárdenas, Morelia, Apatzingán y Uruapan”, así lo informó Salvador Capilla Eduardo, visitador regional de la CEDH región Zamora.
Recordó que la revisión en esta región se hizo a finales de julio y se culminó a principios del mes de agosto. Contempló una verificación del funcionamiento del inmueble en cuanto a su organización, las instalaciones como cocina, comedores, dormitorios, áreas deportivas, educativas, médicas; aplicación de separación de internos, tanto en sentenciados como en procesados, división de áreas entre mujeres y hombres; alimentación, así como trato a los internos y material y utensilios con que cuentan.
Comentó que de los 6 CERESOS que había en esta región que comprende 34 municipios, solo 4 funcionan en la actualidad que son: el de Zamora, La Piedad, Sahuayo y Jiquilpan. En cambio los que estaban en Tanhuato y Zacapu se han cerrado por disposiciones de seguridad, “esto en cuanto a las estrategias y medidas de seguridad que tenían”.
Indicó que de manera general estos centros no están acondicionados para las actuales exigencias de la reinserción social, toda vez como fueron realizados hace algunos años cuando había otra perspectiva de la reclusión no reservaron áreas de psicología y educativas.
No obstante, “actualmente los directores están tratando de improvisar estos espacios para darle lugar precisamente a esta capacitación dentro de los centros a efecto de que los internos tengan algún oficio o actividad para avanzar en su reinserción social”.
De los 4 CERESOS, el de Jiquilpan, dijo, que es el que más carencias tiene, dado que es el más antiguo, ronda de los años 40’s “es una extensión de lo que es la presidencia municipal, con construcción regional, un lugar que se clasifica de mínima seguridad, porque está diseñado para otra época. Hay 35 internos. Su capacidad es de 80 internos, pero es muy limitado en cuanto a instalaciones”.
Añadió, “el de Zamora debería ser uno de los centros de avanzada, es decir con capacidad más amplia porque está ubicado en una de las ciudades más importantes de Michoacán, no obstante fue diseñado con muchas limitaciones tanto en espacio de construcción como en algunas áreas como la de visita íntima, educativas y de salud. Ha sido una constante que se encuentra a su máxima capacidad o rebasado. Actualmente hay alrededor de 400 y creo es su máxima capacidad, por lo que tienen que improvisar. Además se carece custodios”.
“En cuanto al de Sahuayo, este no reservó espacios para áreas educativas, psicológicas, por lo que se tendrán que acondicionar. Actualmente hay 70 internos y la capacidad es para 120”.
Agregó, “en relación al de La Piedad es un centro que está captando los procesados, sentenciados de la región de Zacapu, Puruándiro y Tanhuato. En este lugar se observa mucho dinamismo. Le faltan algunas actividades laborales para capacitar a las personas, no obstante, es el que está llevando el liderazgo de los CERESOS en la región, dado que las instalaciones son más amplias, hay más personal y tiene más actividades para reinsertar a los internos a la sociedad. Cuenta con 500 internos y tiene una capacidad para 700”, concluyó.
