Los ayuntamientos incurren en observaciones ante la Auditoria Superior de Michoacán (ASM) por la falta de información en el manejo de los recursos, debido a que los servidores públicos no se encuentran capacitados al 100 por ciento para evitar sanciones por parte del organismo, aún cuando no hayan sido intencionadas.
“Más de 90 por ciento de los casos tiene que ver con la aplicación inapropiada de los recursos federales, porque hay quienes por presiones de la población destinan recursos inadecuados a partidas que nada tienen que ver con los requerimientos de fondos, como el 003 que es para rezago social y pobreza extrema, en otro tipo de acciones que se van al gasto corriente”, puntualizó Raúl Pérez Díaz, auditor especial de fiscalización municipal de la ASM, en el marco de la Guía para la apertura programática que establece obras y acciones a ejecutar con recursos, que fue realizada en conocido hotel.
El evento realizado en el Hotel Jericó estuvo enfocado a alcaldes, tesoreros municipales, contralores y regidores de obras, para que se capaciten en aspectos que tienen que ver con información y claridad en referencia a las acciones que se pueden hacer con determinados recursos de diferentes programas.
Por su parte, Jaime Darío Oseguera Méndez, diputado local e integrante de la Comisión Inspectora de la ASM, subrayó que los talleres son una necesidad porque los michoacanos exigen que haya una claridad y que los recursos que ingresan a las arcas municipales sean manejados de manera transparente y eficiente.
“Nuestra intención es que podamos establecer medidas preventivas para evitar esos problemas en lo sucesivo porque resulta que tratan de solucionar los conflictos, cuando el problema ya está en su punto y tenemos que aplicar la ley; la intención de la ASM es ser un órgano preventivo y no castigador”, enfatizó.
Agregó que tomaron la determinación de descentralizar las reuniones para la capacitación de servidores públicos con la finalidad de lograr una asistencia aceptable de funcionarios a cada una de esas reuniones porque de esa manera tendrán más éxito en la aplicación de normatividades federales y estatales de diferentes obras y programas.
“Si nos asesoramos, tendremos los elementos necesarios para que podamos actuar de manera preventiva en cada uno de los gobiernos municipales y evitaremos observaciones por desconocimiento de nuestro ejercicio; aún cuando las acciones no sean intencionadas, no nos exime de responsabilidades porque la ley es clara y no flexible en esos casos”, opinó Rosa Hilda Abascal Rodríguez, presidenta municipal que hizo la inauguración del evento.
