-Reportan alza en recaudaciones, cero deuda a largo plazo y superávits consecutivos

Fue elevada la calificación de la calidad crediticia del Ayuntamiento por Standard &Poor´s(agencia de calificación de riesgo) al pasar de BBB a BBB-, lo cual refleja la expectativa de Fitch México, S.A. de C.V., organización enfocada esencialmente a prestar servicios de calificación financiera de diverso orden, de que el gobierno municipal continuará con su desempeño financiero y su posición de apalancamiento de corto y largo plazo, lo cual permitirá que haya una situación estable en cuestión operativa y de atención a la población.
“El alza en la calificación de la calidad crediticia de Zamora se sustenta principalmente en la certeza financiera mostrada para responder a los compromisos financieros, particularmente, después del incumplimiento que se suscitó al inicio de la administración municipal actual; pero, además se nos ha destacado como fortaleza el nivel de endeudamiento directo de largo plazo nulo y sin expectativas de contratación, así como pasivos de corto plazo bancarios y no bancarios controlados”, informó a El Independiente la alcaldesa Rosa Hilda Abascal Rodríguez.
Comentó que otro aspecto importante fue el alza en recaudaciones, ya que durante el cierre del ejercicio fiscal de 2014 fueron obtenidos ingresos totales por 408 millones de pesos que representan 1.7 por ciento en comparación con el 2013. El comportamiento fue producto de un crecimiento moderado tanto en la recaudación de ingresos propios como en las transferencias provenientes de otros órdenes de gobierno.
“No hay saldos de deuda bancaria a largo plazo y vamos a mantener la misma tendencia, porque no están considerados ingresos por financiamientos durante este año como lo establece la propia Ley de Ingresos que aprobamos para este ciclo. Queremos dejar una administración municipal estable y con una inercia de trabajo importante”, dijo.
Indicó que por tercer año consecutivo han reportado superávits, después de inversiones y una política de deuda prudente, de manera que la calificadora Standard &Poor´s prevé la perspectiva estable provoque que Zamora reporte ligeros déficits en ese rubro, un superávit de 9 por ciento en ingresos operativos y que se mantengan bajos niveles de endeudamientos.
“Está previsto que liquidemos la totalidad de deuda en el primer semestre de 2015 y no incurramos en endeudamiento adicional en montos significativos en los siguientes dos años. Consideramos que el Municipio presenta ´bajos´ pasivos contingentes, lo que también es un factor positivo desde el punto de vista crediticio. Por el bajo nivel de endeudamiento, Zamora se compara positivamente conayuntamientos como Guadalupe en Nuevo León y Huixquilucan y Naucalpan en el Estado de México, cuyos habitantes son de los de mayor poder adquisitivo en el país”, dijo.
“El manejo óptimo de recursos, la disciplina en el gasto y la política de transparencia nos han permitido obtener estos resultados y vamos a mantener esa inercia hasta que concluya este periodo de gobierno”, dijo la presidenta municipal.
Finalmente dijo que la empresa calificadora podría volver a subir la calificación en los próximos dos años, si Zamora incrementa su recaudación propia por encima de 30 por ciento de sus ingresos operativos, si implementa una política definida de liquidez que le permita mejorar su posición de caja al cierre de cada año fiscal, además de continuar con un desempeño presupuestal promedio y un bajo nivel de deuda.
