La labor de los policías municipales resulta de vital importancia para la preservación de evidencia en las escenas de hechos delictivos puesto que estos elementos constituyen la base de la pirámide de la investigación de acuerdo al criminólogo Jassiel Aragón, capacitador de la SSP de esta entidad.
Lo anterior en el marco de la capacitación a los cuerpos policiales de esta región en el tema de los juicios orales o justicia adversarial a más de capacitar a los elementos en temas como resguardo de escenas de hechos delictivos, recolección, embalaje y cadena de custodia de evidencia.
“Son temas relacionados con la participación de manera directa dentro de las tres etapas, en el caso concreto de la etapa de investigación para policía municipal reafirmado los conocimientos sobre este tema que ya tienen los elementos y, a partir de ahí, el procesamiento del lugar de investigación”.
De acuerdo al entrevistado, la correcta asimilación de estos conocimientos por parte de los uniformados permitirá a los investigadores judiciales contar con evidencias sólidas para el desarrollo de su actividad basados en que la evidencia recolectada por los elementos en una escena de delito están asegurados por los marcos normativos y por ende fincar procesos sólidos.
Señaló que el manejo de los indicios es un tema delicado por lo que los elementos capacitados deberán prestar mayor atención a la función que ejercen como policía municipal en la investigación de un hecho delictivo.
“El policía municipal es la base de la pirámide de la investigación, si un policía municipal no cumple con sus funciones prácticamente no tendría sustento la teoría del caso del Ministerio Público, de ser así, después el ministerio no tendrá los elementos para que este indicio o elemento de convicción pueda tener sustento en un juicio oral”.
